Unable to identify maker

Greetings!
I found this wonderful site when trying to identify the maker of four spoons I was given by my Grandmother before she passed. This site helped me to decipher that the spoons are sterling silver and made in Birmingham in either 1896 or 1938 (I believe). The maker mark is BRO and I was not able to find that maker in the different places I looked.
If anyone can lend a reference or may know the maker I would appreciate it.

I'm afraid we'll need to see a much larger close-up of the marks.
