This hallmark is unclear due to wear, but is it W & Co?
I found one reference to W & Co but it said "unknown maker"
Here is the entire snuff box. It has exceptional bright-cut engraving and a Greek revival style border.

I am reading this mark as "W&Co" in an oval punch. There are 2 possibilities, both very similar: Wall & Co or J T Wordsworth & Co. Here is the relevant extract with names and registration dates from Silversmiths of Birmingham and Their Marks, 1750-1980 by Kenneth Crisp-Jones:
Note that the January 1903 date still falls within the 1902/03 assay year. Crisp-Jones's lists are not exhaustive so there may be other possibilities.

Both hallmarks look so similar, but I am leaning towards the first choice.
