Makers mark CS * FS help!

I am hoping to identify the maker of a pair of sugar tongs, see pictures.

Looking at this website (got to admit I am a complete novice), I think the piece is Birmingham Sterling, date 1899 (although I may have identified this incorrectly, the style of the Z is not very clear).

Can anybody possibly confirm the above and help with the maker? The piece is also marked with '218246', I assume this could be a pattern mark, it is on the inside of the tongs.

Hi,
The makers are Cornelius Desmoreaux Saunders & Francis Hollings Shepherd. There is a lot of Arts & Crafts style work by them and they must have been a fairly large firm. I've seen their mark with the assay for Chester, Birmingham and London.
