I think the mark is for Moscow, after 1908. Looking to identify maker.

Hi,
Unfortunately,the kokoshnik mark is faked, so there is no point in trying to identify the maker.
It is either an authentic stirrup cup made elsewhere in Europe with added Russian marks to make it lucrative or more likely total modern fake, cast in lost wax technique from existing model.Not difficult even for a dental technician with casting equipment.
It was often benevolently suggested in this forum to not start collecting Russian silver with important items which are mostly modern fakes.

Enlarged marks embedded.
More than obvious fake.
Chinese may be good in reproducing things but they are not familiar with both Greek and Cyrillic alphabet.
That was supposed to be Greek Delta and НП.And having in mind overall appearance - not a dangerous fake, after all.
