Cup marked ER over 82

Hello All,
I'm not a frequent poster so please bear with me.
I recently acquired this cup along with some other items. I know very little about Russian silver but the marks seemed to be Russian. I did find out that the 82 fineness mark was used a little in the late 18th century which would seem to fit with the date 1786 engraved on the cup. I have been at a loss finding an ER silversmith or assayer and am not even certain the cup is Russian. I would appreciate any help. The cup is small, 2 1/4" D X 1 1/4" H. Thank you.
