A russian (?) ladle

I saw this ladle that left me perplexed. I have never seen a ladle with a partial cloisonné: it seems to me an unhygienic thing. And even kokoshnik has something unconvincing.
What do you think ? Am I too suspicious?

I think it`s a fake.

Thank you for endorsing my feeling.
After reading many posts on Russian silver, it seems that I'm beginning to understand more than some "experts."
Or maybe they are in bad faith
