Old Russian sugar tongs from Riga

Hi all!
I have old Russian sugar tongs with many marks: assay mark of Ludvig Christian Zuck (Людвиг Христиан Зук - Л.З.), silver fineness 84, Riga's town mark and Latvian hallmark of 1920-40 years. But I don't know makers mark and small mark (letter "L"?) near Latvian hallmark.

Hi -
this 2 rehallmarking punches (L and 875) of the Latvian Republik were used after 1927 in Riga for earlier made objects, the smith I can not find in my sources. A better photo could help...

Yes it is, but do you Dad know who is the maker CEM, GEM, or ?EM in Riga? He is not either in my sources.

maybe it is Ferdinand Johann Emanuel Mullack (IEM)????

Thanks for all for your responses and iteresting information! See new photos. It is possible that the first letter may be "F". We see her upper right edge. And then the maker can be Mullack.
