I appreciate the Moscow assay, but as the maker's punch is so crudely made, is it possible that the maker is very likely to be a provincial one?

In spite of the many irrevocably lost or destroyed names/marks I suspect since years that objects made by smaller but effective firms elsewhere were assayed in the big citys - I even have both the proof by yearlong observations and/or existing objects. A discussion about this perception is here impossible because: a) I am seemingly the only collector with an according meaningful collection - b) if this habit is not written down somewhere it does not exist. Period. And fighting instead of brainstorming brings no results or answer questions.
