The assayer seems to be ИЛ i.e. Ivan Lebedkin in Moscow 1898-1914. The kokoshmik is from 1899-1908
Who matches this is: Трифон Николаевич Мешков 1898-1912 in Moscow. However, is it him with certainty I cannot tell.
