Hi oleole -
the mirror is def. not Russian made. The enamel cells are not build from twisted wires - more of "palisades" out of silver strips - much too high, or the final enamel filling is missing and the mirror is more or less unfinished. There is a 925 mark visible - looks more like an oriental work.
I enclose 2 photos of the Russian cloisonné technique for comparasion:
