Help ID chip inlay buckle JTS

This buckle was purchased by my grandad in Wyoming in 1971 and handed down to me when I returned from Iraq. Based on my research it was probably made by someone in the Singer family, but it doesn't look like the same hallmark that Juan Singer used. Can anyone offer any insight?
