We can't find any information that points to Dr. George McClellan was ever a silversmith. Anyone know a possible maker, and is the name just an inscription?

We have no knowledge as to whether the McClellan was actually a coin silver smith in Philadelphia. Would appreciate any insight on these marks and maker.
