Scottish Provincial Spoon?

This is a large 9 inch spoon, perhaps a Basting Spoon ::: I have seen these "flower" motifs in Scottish Provincial Spoons, but I cannot make out the hallmarks here ::: Another issue is that part of the spoon seems to have been intentionally obliterated for whatever reason certain marks have been intentionally obscured :::

This one could be "JOHN BURT LYNG" and is also American Colonial, I am less sure about this one due to the obscured marks.

Are these flower marks always "The Rose Of Montrose" and always seen on Scottish Provincial Silver from the Montrose Region?
+++ Now I am thinking this is from Montrose in Scotland a Provincial Silver Spoon +++
