PGP PBP mark spoon ID

I found this lovely spoon with a twist handle and bright cut decoration. It has no marks except the what looks like PGP or PBP in cartouches in the stem just above the bowl. Can't find anything about them. I'm not even sure this is silverplate. It came with a bunch of early-mid 19th century American coin silver pieces. Any help appreciated.
