Hi Neurorocker,

I think a sharper image of the marks will be required for anyone to understand the marks.

The first two Thai words are not so clear (Thai written words all run together), but it looks like it says "Tang Wee Thai".
That would be ตังวีไทย : ตัง (Tang) วี (Wee) ไทย (Thai)
Tang Wee would be the Chinese part of the name of the maker or the retailer. Tang Wee Thai would be the full name.

The single letter right before the 99 MIGHT be a Thai "M" or possibly a Thai "F", maybe even something else. It's not written clearly or properly enough for me to tell.
