Questions on French Hallmark Horse's Head

Hi! Can anyone please tell me what the presence of a French Horse's Head mark means? I was told it is a Gold mark since 1838, but then what's the difference between a Horse's head and a Eagle's head? Also is it ture any piece bear a Horse's head would be no early than 1838? Many thanks in advance!

Due to the Revolution, all of France was disorganized and lawless at the time. The horse head was not an official hallmark; used by Silversmiths' Association (Association des Orfévres) 1795-1797.

According to Tardy's "Poincons d'Or" the horsehead came into use from 1838 onwards. The eagle was used during to the same time to denote pieces from Paris, the horse for pieces made in other provinces.
