Diamond Ring Marks

Hello,

This is my first posting on this forum, please allow a fair degree of tolerance if I digress from the main subject of this section.

I have trawled the internet for answers to query on the marks on a recently-purchased ring and have found all the info I need other than:

1. Is the current British date marking in lower case serif starting with "a" in the year 2000?

2. The ring is certificated with markings "950 IE" amongst other info on diamond quality etc. (it is a platinum ring) but no mention is made of the other marks impressed on the ring before I bought it. Can anyone enlighten me on the process of certification regarding the progress from manufacture to certification to hallmarking? I guess that "IE" is the maker's mark (if so, can anyone tell me who made it?). I assume that IE made the ring and placed the "950 IE" on it before sending it for certification. Would the ring then be sent for hallmarking to the (London, in this case) Assay Office before being retailed?
