Curious silver hallmark

Hello to the community,
I was wondering if anyone around has a clue about the following silver marks. I am not sure the crown is the german import hallmark, nor the 84 cartouche stands for Russian imperial imports (after 1815).
Any clarification on the matter would be highly appreciated!
