This mark is on a sugar shaker, i belive it`s from 1800`s. Who is the silversmith ?

The Hallmark is an initial S with a single arrow going through.
I can`t find something look`s like this, maybe it is older than 1800`s ?
I hope someone can tell me more abote it :)

I find a mark inside the shaker and in lid. there stand XIII maybe 13 in Romernumber ?

Someone should know something abote this mark... Where in this world did this thing came from ?

Is there nobody familiar with this? Has found the same as was from 1810 but it was full-stamped under the square plate in the bottom, this only has this arrow with "S" in the middle. I have not managed to find it in any forum or silver-plated pages.
Hope someone can help me with this stamp.
