Moscow maker

Dear Experts!
Please, verify me in the identification!
The item is a salt cellar.
Moscow, 1809. Assay master: Ivan Vihlajev
But who is the maker?
I found Fedor Petrov, but he mentioned until 1789.
The other possible maker could be Fedor Pitsugin, but his mark is without dot.
Can anyone has an idea, who was the maker?

The same data for Fyodor Pichugin in Ivanov and Skurlov:

Irrespective of the central dot, it cannot be anybody else than Pichugin. Petrov is too early and doesn't match with the assayer.
