I have Willy Brandt medal / token that has hallmarks.
I can't find anything about them.

Hi and welcome to the forum
I assume you did already some research, Google in the internet, I did also and found virtually nothing. Which is strange.
The medal is very crude made, the work of a small shop. And the motive does not fit. Unity, justice and freed is associated with Germany, but not directly with Willy Brandt. Especially the Unity part does not fit. He was socialist, something with "Gleichheit" equality, would be more appropriate. And you do not corrupt the eagle. It should be complete.
I do not think this token is made in Germany, nor in Europe.
We should expand the search to Asia. Someone just put some very German motives together.
Also, have you already tried in coin forums? Finding the country of origin is half the way to the solution. Maybe a specialized forum can help.

I searched for a few days now, only thing I found is this (Admin edit, please read forum rules)
eBay auction... I did not get it there... I asked owner if he knows what is it but he does not.
But we now have few clues ...

It is about 27 g in weight and has reeded edge ... probaly no small shop.
Portait has artists mark also. Probably no China. (+ Post numisbrief)
eBay auction... I did not get it there... I asked owner if he knows what is it but he does not.

Yes, you are right. Seem to have a German origin. I embed here the "Numisbrief" you are referring to:

You could search a little further for the maker of the medal. I still think crudely made. Try to google medals from Willy Brandt and you see the difference in the quality of other medals.
Maybe the maker is hiding in the 3 letters SRH and the young Victoria head. There seem to exist a German Medal trader and maker company using the name of the famous British Reformer
