sterling & antler cup - identifying maker's mark - retailed by Bailey, Banks & Biddle

Hello. I would like to request any expertise on this pictorial mark on a sterling silver and antler presentation cup. It is also marked for Bailey, Banks & Biddle in Philadelphia, but I believe they may have been the retailer, not necessarily the maker. Any advice would be appreciated. Thank you.
