Percy Jackson Higgs? or Isle of Jersey?

I picked this up awhile ago hoping I would figure out the maker later but so far I am stuck. Its a Guernsey / Jersey Milk Can but I don't know that it is from the Channel Islands. I have a few books on silver from the islands but this maker is never mentioned. The marks look like English provincial but its not in any of my books on that either. The closest I can find, thanks to Dognose, is antique reproducer Percy Jackson Higgs of New York but I cannot find if he actually produced items or outsourced it other firms or if this is even his mark. So far its the best bet though. It has an applied coat of arms for the Isle of Jersey on the side. Any help would be appreciated
