Unidentified Tongs

A pair of sugarTongs
i visited all the hallmark sites yet cant identify them.
the crown most closely resembles sheffield yet its different due to outer imprint.
next to it is what looks like a globe
then the letters D&A.
No lion.
i doubt this is truly silver.
and from what date?
i do am quite curious.
