Is this European? Is it coin silver? Help!

Hi,
I’m trying to identify some various pieces and this spoon is unlike any others I have. Only 2 hallmarks. It appears to be sterling. The hallmarks are inside the spoon bowl at its top, near the handle. One says 18g which I presume is the gram weight of the spoon.
The other mark looks like a feather surrounded by what appear to be letters reading left to right, top line looks to be OM and bottom is DD.
OD on one side of feather and MD on the other.
I’ve had no luck in web search and looking through Old Silver book.
Does anyone recognize what this is?
