I am very interested in the mark you posted because it is very similar to a 19th century Parma's hallmark that has the same shape and the same double-headed eagle, with minor differences.
I can not give an answer but I wonder why you chose the silverplate forum. Do you know for sure that it is silverplate or just suppose it?
Cyrillic characters make me think that some of the experts in the Russian field can have an opinion about it.
