Silent Butler with hallmarks...clueless, please help!

Hi there, this silent butler is oval, with a wooden handle; there is a hinge which has "52" on each of the two hinge pieces. The bottom of the dish has the following hallmarks: griffin/dragon?? then moon then bird/falcon/phoenix???
I really have no idea where this was made, by who, and can't find any info on these markings. Any help identifying the country, and if this is silver or silverplate would be greatly appreciated...

Silverplate from the Crescent Silverware Mfg. Co. of Port Jervis, NY, founded in 1922, sold to Kirk & Son in 1977.
