Tablespoon-Rogers & Bro. A1- Early?

Hopefully this badly worn relic won't drive you all mad. To begin with, it has an engraved topmark or personalization that appears to read I. St. M. & Y (with an ampersand done in an older style resembling a "cents" mark). Seems almost like a firm of lawyers getting together in the hay trade! I haven't been able to make anything of that moniker even after looking for Yazoos and Ypsilantis.
More important is that the star mark is replaced by a sunk circle for some reason. I thought about a possible Meriden seal being employed around 1935 when Rogers & Bro. was moved, but that mark should have gone out of use at that period and this mark is too incomplete. Could this be something from very early production years?
