Any chance this could be a simplified mark for Orum? [Engraved name appears to be Elia]

I'll have to admit that my assumption of "plate" was rather dubious and based upon (see photos below) an appearance of sandwiched layers at the end of the shell bowl along with a point of wear at the back that seemed to reveal a base metal existing below the suface. If anyone thinks this might indeed be coin silver worked by a smaller maker, I'm open to other possibilities. So far, the metal has not been tested, but I did notice the limited tarnish came off much easier than expected for plate.
