Chinese Snuff Bottle Stopper Silver Marks

Hi there!

I collect snuff bottles, and recently purchased a bottle with a beautiful tourmaline stopper encased in what appears to be silver. The silver was black so I rubbed off a good bit of the tarnish, and when I did I found these marks that say J.W., a stamp of an eagle and then a stamp of a "c". Below that there is a number scratched that I can't quite make out - it's either 1139 or 1439?

I really don't know anything about silver - not sure if this is silver or silverplate, and can't figure out the country of origin. I looked in the Chinese export silver section but didn't see this mark.

Any help you could give me would be appreciated! thanks in advance.
