After a lengthy search of the hallmark database I've come up with nothing. Could someone aid me in the identification of these Scottish Hallmarks?

Welcome to the Forum.
It's not a hallmark, as the item is silver-plated. The Gothic letters are 'EPNS' - Electro Plated Nickel Silver.
The marker's mark is not one I recognise. There are two ways of reading the letters 'WCG', it may be for someone like the Birmingham silversmiths, W.C. Griffiths, or the 'G' may be an indicator for Glasgow, in that case we are looking for someone with the initials 'WC'.
If you suspect the item is Scottish in origin, then another name worthy of researching is that of W.C. Goldie & Co. Limited who registered their mark 'WCG' contained within an oblong punch, with the Glasgow Assay Office.
Hopefully other members will add their thoughts.
