OK so I know nothing about silver and my grandad had asked me if I could find out anything about this (I think it's called a spork? haha) that he had in his shed.
I managed to find that the manufacturers are W.S Savage & Co.
Could any one tell me if they know;
Which year was it made?
What it actually is and used for

Electroplate, not silver dating from the 20th century. I think it's probably a salad server.

This would be the "fork" half of a "salad set." It's not unusual for the fork half of a salad set to look very much like the spoon. Here are some examples, in one traditional pattern and two modern ones:
