Creamer hallmark identification help please

Hi, this creamer belongs to a tea set, but I only took a photo of the creamer. I would like to know who made it, and if it is sterling.

Does anyone have any ideas at all?
How about where it might have come from, is it American, or European. Im pretty sure it isn't British, not enough hallmarks.
Does anyone think its sterling, or coin or silverplate?
I need some direction for my research.
