Please help me determine if it's Scottish or Birmingham. I'm a bit confused by the Hallmark.

Hi,
Welcome to the forum.
Assay office mark is missing, most probably under tin-lead soft solder used to fix thistles (not very professional repair).
Queen Victoria head duty mark.
Date letter looks like 1876 /1877 for Birmingham.
If so, the maker could be Edwards & Ball of Birmingham (registered 1839).
My assumption, assay office missing, is based on the shape of date letter and lion passant at the time.

I agree with Birmingham 1876 but E&B may not be Edwards & Ball as their mark, illustrated by the Birmingham Assay Office, has characters with serifs, not, as here, without serifs. In fact they may not have been in business in 1876 as I was unable to find them listed in an 1858 Trades Directory.

Actually I forgot to mention another E&B in Birmingham (not identified).
