Hi oleole -
without knowing the townmark, N. F. Strulev is just a guess.....

Hi.
Why? May be Kostroma? )))

Best Reg..

(On a chain's bracelet there should be other punches. With weight.)

I share Dad's opinion, it is Kostroma. Vilnius has two dots in the neck but Kostroma in the back head and here they are in the back head. But the maker ???
