The iconography is relatively simple with the artillery crossed cannons on the face and most likely the American eagle on both sides.
I have a feeling that this was given to either a youth upon entering an academy or someones sweetheart as it is only a size 5 1/2.
The makers marks are what I am really stumped on though.
In one position it looks like a cherub in need of a washroom.
Rotated sideways it resembles a crooked C besides a skeletal face.

Thanks for the reply dognose. That is a close match, not quite but very similar.
Hopefully someone else can chime in with another suggestion.

Trev is correct, it's a Tammen mark - as with the majority of silver trademarks, they vary in execution, the comparison below, showing a few of their marks, is one I put together years ago. The 1918 advertisement shows your ring at lower right...

Given that coastal artillery units were often located not far from amusement parks, and this is an advert. for wholesale only, the final source may have been whatever named Playland was operating.
