London Hallmark for 1806 but no maker's mark

Curious why this wouldn't have any maker's marks? Clearly has London sterling marks for 1806. Thanks!

These appear to be "pseudo-marks", not London hallmarks. They are not of a type which I can immediately identify but possibly Chinese export ware.

Thank you. This is part of my family's silver, so I have no idea about it. If it is a Chinese export, when was this a common practice?
