Silver cup for a military commander?

Dear friends

As far as I understand, this is a cup of the 19th century made on the turrets of modern Turkey, perhaps for a military commander.
Is there anyone among members who could translate the inscriptions on this item?
Maybe someone can say something else relatively more accurate dating, intended use, workshop?

Hello
Its Ottoman Turkish made in Van in eastern anatolia
The top mark of the two marks in the last photo is rubbed but probably says 'Van' in the arabic script.
Van seems to have been specialised in nielloed silver like this
I would expect it to be late 19th or early 20th century
The other mark below is probably the makers signature. I hope someone else can identify it
The cup displays the Ottoman Coat of arms in Niello.
