Persian Large Serving Fork with Unusual Marks

Hi. I am not Iranian but understand Persian so may be able to help with marks in future. However, I have two pieces for which I would be grateful to receive a little help myself. The first is a large fork:

The marks are unusual:

There is no silver standard that I recognize; the only numerals being 79 on the lower right of the second mark, and 7 on the left. The only thing I can think of is that the 79 represents the year of production (1279 corresponding to 1900 by the Gregorian calendar). This is the year (so I heard) that the Russian silver standard was introduced to Iran, so I was wondering if this is a transitional marking, just before the 84 mark was institutionalized? Am I even in the right ballpark? Any help is much appreciated, as is a more complete interpretation of the first mark which reads to me like a stacked version of Sedaaghat va Barkherad/صداقت و برخرد . Thanks in advance.
