Mexican Sterling Cuff Links Maker's Mark

I have a pair of Sterling cuff links hallmarked Sterling Mexico and a maker's mark that I cannot identify. Any assistance would be greatly appreciated.

With that number 10 in the middle it almost seems like a messed up eagle mark.
