Porter Blanchard made no flatware after 1955; it was made by his son-in-law Lewis Wise. Maître abonné marks are those of a maker stamped 2 or 3 times: initials with a symbol. The marks on your object do not resemble maker's marks. Then everything is as it should be. The steer head is a discharge mark for heavier objects, and the monkey head for lighter objects. In your case, the base is heavier, and the cruet holders are lighter.

Several confusing remarks have crept into this post. France had 2 silver standards through the nineteenth century, and the twentieth century until 1972: 800 standard and 950 standard. Neither of those are sterling standard, which is 925. The sterling 925 standard was not adopted in France until 1972...

At this point all I can say is this is not a Paris maker. If you could sharpen up the image of the Minerva head in the barrel-shaped reserve (800 standard silver), we might be able to identify the region of manufacture by the mark next to Minerva's forehead, and then look for the maker in that regio...
