Maître abonné marks are those of a maker stamped 2 or 3 times: initials with a symbol. The marks on your object do not resemble maker's marks. Then everything is as it should be. The steer head is a discharge mark for heavier objects, and the monkey head for lighter objects. In your case, the base is heavier, and the cruet holders are lighter.
