I did a specific gravity test on the piece with a balance scale (down to 10ths of a gram) and a beaker of water. Gorham & Co 5-1/2" Coin/Sterling Ladle

At first I thought maybe candle snuffer as well, but the handles are typically straight across on those -- no angle at the end. It does appear to be some type of ladle.
