Oh and they appear to be old silverplate, not electroplate. My mother always referred to them as Sheffield but I wonder if they might not be American given the provenance? It's not a "family" or "royal" crest; it looks like the monogram EV (or VE) with an imperial crown over the top of it.

I don't think it's identifiable heraldry at all.

I just went through Fairbairn's Crests , and the crest listed there for Gouldsmith (from Kent), A Cornish chough proper goutty d'eau , does not match the crest on this item. A search in Fairbairn under the alternate spelling "Goldsmith" did not find any matches for the crest. The surnames ...

The only arms that I find in a quick first search in Papworth's Ordinary of British Armorials is for Gouldsmith, Nantwich, co. Fairbairn's Crests gives:
Higgs or Higges: A buck's head gules attired or pierced through the neck with an arrow proper headed or feathered argent.
That is the only name which I have found associated with this specific crest.
