After reexamining the single image, it appears to be an Ottoman Sultan's turghra that has been double struck. Good day, Some very interesting marks but you might have better luck with a response if you crop enlarge then try to enhance the contrast and/or sharpness. And a very good point Cheryl, that is a possibility we can't rule out. Believe that part of the gold decoration we are looking at is Buddhist. Would love to see the turquoise myself.

Granmaa, I believe the language your looking at is Farsi or Persian. The elderly gentleman appears to be a wandering Dervish or Sufi. Was just looking at the H.CX hallmark site, do see what your saying about an Algerian connection on the other mark. The examples there appear to be the name of a silversmith inside a double diamond cartouche.
