Odd looking maker's mark (i.e. almost etched, not stamped). As for the date letter - it's not that clear, but it looks to be the bottom half of the 1980 "f".

As far as I am aware, they never used date letters (A) (it was a very uncommon practice for English silverplate makers). It may just be a mark to indicate who made it, as many of the larger makers employed journeymen silversmiths on a "per piece" basis.

Hmm, that mark looks to be that of A.W.Peden, a Glasgow silversmith whose marked was first recorded some time between 1848 and 1903.

That would be Phillips Garden (active in London mid 18th century). Fine technician, he acquired and used Paul de Lamerie's casting pattenrs after 1752 (these pieces being the most sought after, you may have one).

Made in England, probably. Sterling silver? Unlikely. There is no Lion Passant etc. The Lion is probably the logo for the Silver Plate company that created the piece.

800 is usually an indicator of the purity of a piece. I know it is used (was used?) in Italy and other European countries for some time.
