I agree with you, that Germany is most likely.
But I know several examples when we can find only a fineness number (12 or 13) and maker mark in the silver item.
But fact is, I never saw this kind of example in Nyitra.

Just a possibility.
Known a JOhannes Ludwig (Ludvik, Ludvig) in Nyitra in the 19 century. Born in 1804, Died in 1847.
But so far in Nitra, I haven't found an object with only 13 fineness number, they always marked their objects with hallmark, which was a hand holding a flag.

The makers mark.
Unfortunately not german, but Austrian.
On the left side you can see an austrian hallmark after 1920.
The maker is most likely Leopold Probst.

The first one is Hungary, 1690, Besztercebánya, The makers mark is on the right: Michael Allert. Can I get a sharp image about the hallmark?
