knight & dragon hallmark? maker IW

I have a very interesting hallmark but I can not match a city. Marktbreit have a similar hallmark but I can not find a maker IW in Marktkreit. It is a ladle ca. 1820. Looks like Nuremberg (ca.1810), but I can not find the maker "J".

In North Germany are 12 Lot (750/1000) the normal alloy. But sometimes there are 13 Lot used.
