You would have expected the marks on the inside of the buckle. Here they are in full view, perhaps that is why the marks have been embellished.
To me, the maker's mark appears to be a stylized L with a dash in the shape of a comma.

Hi Juke, is it an inkwell or? The marks seem fake to me. What could be the meaning of the mean looking dressed and armed rats. I've seen rats like this before on counterfeit Russian silver.

Amena is right it appears to be the mark of Alignani, it also explains the absence of the national German silver mark, crescent moon and crown.

In my opinion, these spoons are in the naturalic (revival) rococo style. The marks are not convincing.
