Walking stick - silver embellishments

I have a malacca cane which was my grandfather's and it has two silver embellishments on it. From the hallmarks on the stem I think this is London 1918 and those on the end of the handle suggest London 1919. However, there are different makers marks on each piece. That makes sense as my family was located around the Newcastle area. Is there any reason why there is no date mark?

SPOON MAKER'S MARKS

This spoon has come down through my family and I am interested in the makers marks.
