I believe I have found the answer to my question. The pieces are identical to a Viners of Sheffield pattern with a tipped handle and.the R S M initials likely stand for Raimond Silver Manufacturing Company, that was the USA importers.

I found the answer to my own question, The maker is POOLE. The embossing of the first letter failed (as was most of the G in Georgian. I did a lot of searching on silver plate plus Georgian and found a POOLE tea set on sale with the pattern name in script. Never Give Up!
